Dude, it's just weed. Chill out. It isn't going to hurt him. Smoking is totally normal for teens to do- this goes for even famous people. Odds are, most of the people you know smoke weed. There's nothing wrong with it minus it being illegal in like 47 states.

Don't worry I thought Justin was better than this too but he should not be a reason to cut. He doesn't even know the major majority of his fans exist.
