The quote is right, and so are you. It's okay to be skinny. I've always been tiny, and I only started getting a figure when I hit puberty, and even still I am a size 3. There's nothing wrong with it. She's just trying to say that when you're striving to be "perfectly skinny" and a 00 or whatever, there are natural ways to go about it instead of starving yourself. The quote wasn't meant to offend, it's just trying to tell people to be comfortable in their own skin.
