I literally went through the exact same thing last month. I figured out how to tune the guitar online though, since there are tons of step-by-step things and online tuners.

If you want to learn how to play notes through videos on youtube there are tons of online guitar teachers (but all of them have pretty crappy audio, so be warned :( ). If you want to learn through a book, go to your nearest music store sometime and they'll definitely have a book for beginner guitar players. If you just want to learn chords, look up chord charts online. If you can order it online, go on amazon or something and look for "guitar books for kids" or "beginner guitar book". If somebody in your family has an old guitar book, use that one when they're not around.

I practice whenever my family is gone, which is usually right when I get home from school. If your family is home a lot of the time, is there some room in your house where nobody can hear anything that you can do? If not, just pounce on the time whenever anybody's gone and use that.
