DOCTOR WHO!!! I love that series and I think the alien who said this "Jex" was from Kahler I don't what culture was it from though the Doctor mentions that the people there are ingenious and that you could tell if they are from Kahler if they got some kind of mark on there face.

Well I don't remember the name of the planet the alien that said this was from nor what species he was it wasn't a big part of the plot(sorry) the episode it's from is "a town called mercy"

And I don't know if the quote was based on any really culture(sorry again) I'm usually really good with religions/myths/cultures/history and nothing is coming to mind about it
